Mr. Tolbert served as Chairman and Chief Administrative Officer of the group up to 2021 and assumed the CEO responsibility upon the death of his partner Captain Raynold A. Mitchell.
Mr. Tolbert acquired over 30 years of experience in financial risk management, financial planning, trade, and economic development consulting project analysis, appraisal, development, financing and management, and collateral and credit enhancement operations. He served as a professional business and marketing consultant with many insurance, financial services and risk control and management companies in the USA and Mano River Union (MRU) to include The Exim-guaranty Company Ghana Limited in Accra, Ghana.
